The material industry is the basic industry of the national economy. The new material industry is the forerunner of the development of the material industry and an important strategic emerging industry. The 12th Five Year Plan period is the key period for China's material industry to become stronger. Accelerating the cultivation and development of new material industry is of great strategic significance for leading the upgrading of material industry, supporting the development of strategic emerging industries, ensuring the construction of national major projects, promoting the transformation and upgrading of traditional industries, and building new advantages in international competition.

According to the general plan of the 12th Five Year Plan for national economic and social development of the people's Republic of China and the decision of the State Council on accelerating the cultivation and development of strategic emerging industries, the Ministry of industry and information technology, together with the development and Reform Commission, the Ministry of science and technology, the Ministry of Finance and other relevant departments and units, has formulated the 12th Five year development plan for new material industry. The plan is a programmatic document to guide the development of new material industry in the next five years, and an important basis for allocating government public resources and guiding enterprise decision-making.
